Because I worked originally as more of an illustrator I worked a lot in photoshop, trying to get good layered and textured brushes. When I switched to Animation I tried out a bunch of programs but I went back to photoshop eventually because everything else looks more constrained (flash animations always look like flash animations for example) so everything I animate is done in photoshop. there may be other programs that can do the same thing but I’ve not found any I like as much. if you have access to photoshop then you should give it a go, however it is a bit of complicated thing even figuring out how to animate in the program.
